Just tell her that you have enough responsibility to have one, there is no reason why you couldn't have one. Just don't do anything stupid with it ;) lol

How about going out and getting a job and buying a prepaid minutes cell phone. That will show her that you can stand on your own two feet if you truely can.
show her how responsible you can be. try finding a job that pays to be able to pay the phone monthly. also, tell her why you want the phone and explain to her why its important for you to have on at your age in case of emergencies and if something happens, you can contact her or anybody who can help you.

Tell her that you're moving out and making your own way in life WHILE YOU STILL KNOW EVERYTHING.
Show her that you are responsible and that you can handle the responsibility of having one. Tell her that it will be easier for her to be able to get a hold of you when you go places and that she`ll never have to worry about where you are anymore because then she can just call you.
go get a job at a restaurant they can hire someone that is 15 that way you can tell her you will buy your own prepaid cell. do not get a reg cell, because you will run the bill up ...
